Carrying capacity of Shimla hills to be studied: NGT

Shimla. Oct 13 (UNI) Shimla hills known as ''seven Jewels'' is to be studied by a committee to find out their carrying capacity to face wrath of developers, uncheck growth of hospitality units and crowd of tourists footfall. The National Green Tribunal (NGT) while hearing the matter at Delhi today confirmed setting up of an independent seven members special committee to study the carrying capacity of the hills in Shimla. Three of the members include Pradeep Srivastava from Wadia Institute of Himalayan Geology in Dehradun, one from national disaster management authority (NDMA) and third is director town and planning of Himachal Pradesh government. Other members names are yet to be confirmed. However, some of these experts are also engaged with the rehabilitation work in Uttarakhand. NGT, on a petition of Yogendra Mohan Sengupta, passed these orders expressing dissatisfaction with the state as the government did not adhere to its earlier order. Petitioner’s council suggested a few names, while the council appearing for Himachal Pradesh government senior additional advocate general at New Delhi Suryanarayana Singh suggested that the town and country planning director might be included in the committee which was admitted by the tribunal. The tribunal, in its earlier order, had also pulled up the state for non compliance of order. “Despite our orders, no study in regard to load bearing capacity of the hills in Shimla and impact of further density in construction on sewage system, water supply, collection and disposal of municipal solid waste, transportation and environmental ecology has been placed on record,” read the NGT’s September 1 order. NGT’s Shimla bench on September 30 also said it had restrained the respondents and Shimla MC and particularly the state government from permitting any construction in the areas specified in the notification issued on December 7, 2000. The NGT had also directed the state to carry out the study relating to the carrying capacity of the hills, impact of further density of sewage system, water supply, collection and disposal of municipal solid waste, transportation and environment ecology. Shimla settled for about 25000 armed contentment and for civilian by Britishers in 1884 as their summer capital comprised of seven hills incluiding Bantony Hill, Elysium Hill, Inverarm Hill, Jakhoo Hill, Observatory Hill, Prospect Hill, Summer Hill were habitating more than two lakh population excluding about one to one and half lakh tourists who visit it during the peak tourist season.
