CPI-M welcomes Himachal HC verdict declaring appointment of CPSs unconstitutional

Shimla, Nov 14 (UNI) The Communist Party of India-Marxist (CPI-M), on Thursday welcomed the Himachal Pradesh High Court judgement declaring the appointment of Chief Parliamentary Secretaries (CPS) by the state government as "illegal, unconstitutional, and void ab initio."
The state unit of the CPI-M said it has all along opposed the existence of these positions.
In a press release following the court's verdict, CPI-M Himachal Pradesh Secretary Dr. Onkar Shad expressed satisfaction with the ruling, stating that it reflects the constitutional limitations set by the Ninety-First Amendment, specifically Article 164 (1-A), limiting the size of the council of ministers in state legislatures.
