From Zero FIR to rehabilitation: Jharkhand HC's comprehensive guidelines for protecting survivors of sexual violence

Ranchi, June 9 (UNI) The Jharkhand High Court has issued a 19-point framework, aimed at strengthening the protection, rehabilitation and access to justice for survivors of sexual violence and children affected by such crimes, while warning that lapses by officials could invite disciplinary as well as legal action.
A division Bench comprising Chief Justice M.S. Sonak and Justice Rajesh Shankar issued the directions while disposing of a public interest litigation that later evolved into a suo motu proceeding examining the state's response to rape survivors and victims of sexual offences.
The court directed police authorities to ensure mandatory registration of Zero FIRs in all cognisable sexual offence cases, irrespective of territorial jurisdiction. Refusal or delay in registering complaints, it said, would attract departmental action and could also entail criminal liability under relevant legal provisions.
