GST bill set to roll on this week as govt-opposition seems on same page

New Delhi, Jul 30 (UNI) The government is all set to introduce the much-awaited Goods & Services Tax (GST) bill in the current session of Parliament this week, on which a lot of hot discussion took place inside and outside the House. This time, the hopes are very high for the passage of the bill, as the government and opposition have come closer on the issue. Being a constitutional amendment bill, the government had to do a lot of negotiation for its passage in the Rajya Sabha, where it had no majority and the Congress was opposing it. The three legislations will be moved after the Constitution Amendment Bill gets clearance from Parliament and its ratification by at least half the states. The Union Cabinet on Wednesday had approved two key changes to the Bill that effectively address the concerns of the state governments and most of the Opposition. In fact, the roll out of GST had became a political football between the Congress and BJP in the last few months. But now, the main Opposition party finally seems somehow satisfied as the talks with the government are on. Congress has become soft on the issues as the government has accepted some of their demands and other opposition parties have shown their support for the bill. Congress was seen softening its stand, when Deputy Leader of Opposition in the Rajya Sabha Anand Sharma said that barring an unexpected hitch, it is a done deal next week. The Bill will, in all likelihood, be cleared in the Upper House. Congress has also given up its demand for including in the Constitution, a cap of 18 per cent on the GST rate and the government agreed to address its concerns for an independent mechanism for dispute resolution. After a lot of negotiations with the Congress and other Opposition parties, the Cabinet removed from the Bill, the contentious provision for one per cent additional tax levy by manufacturing states and introduced a guarantee of 100 per cent compensation to states for five years, to make good any revenue loss incurred by them due to the introduction of the GST.
