Congress slams PM Modi's Manipur visit plan as 'insulting'

New Delhi, Sep 7 (UNI) The Congress today criticised Prime Minister Narendra Modi's likely visit to Manipur on September 13, calling it a "non-visit" and an "insult" to the people of the state.
