Haryana panel says RTI officers cannot bar applicants from filing requests

Panchkula, June 18 (UNI) The Haryana State Information Commission has ruled that public information officers have no legal authority to restrain or blacklist citizens from filing requests under India’s Right to Information Act, 2005, and directed the State Public Information Officer (SPIO) of Shahabad Sugar Mills Limited to explain the legal basis for issuing such a restriction.
State Information Commissioner Ajay Kumar Sura made the observation while hearing a complaint against the State Public Information Officer (SPIO) of Shahabad Sugar Mills Limited in Kurukshetra district.
The Commission found that the SPIO had issued a letter dated January 21, 2026, restraining Sharan from submitting further RTI applications on the ground that he was filing repeated requests. The letter also warned of possible action against him for allegedly disrupting official work if he continued filing such applications.
