Karnataka Cabinet clears hate speech, temple, cow-slaughter bills

Bengaluru, Dec 4 (UNI) Three major legislative proposals dealing with hate speech, religious-institution management and cow-slaughter regulation dominated the Karnataka Cabinet meeting chaired by Chief Minister Siddaramaiah on Thursday, with the government preparing to place all three drafts before the upcoming Belagavi Legislature Session.
The Cabinet approved the Karnataka Hate Speech and Hate Crimes (Prevention) Bill 2025, which seeks to introduce a specific statutory framework to define, record and investigate hate-related offences.
The government said the legislation aims to strengthen existing provisions under the IPC by creating clearer classifications and by enabling quicker prosecution. The draft is expected to become a major subject of debate in both Houses as it deals with expression, community sensitivities and policing powers.
