RS chairman restricts use of rule 267 notices; must relate to listed business

New Delhi, Dec 4 (UNI) Rajya Sabha Chairman CP Radhakrishnan on Thursday delivered a crucial ruling clarifying and significantly restricting the use of Rule 267 of the House's Rules of Procedure, stating that the rule is being misused to seek daily discussions on unlisted issues. The Chairman emphasized that the rule is strictly intended only for the suspension of a rule related to the business already listed for that day.
The ruling follows days of persistent attempts by various Members of Parliament to submit notices under the rule to demand discussions on issues of their choice, often leading to disruptions. The Chairman noted that he had received two notices under Rule 267 on the day of his ruling.
In his observations, RS Chairman lamented the near-daily submission of such notices, stating, "I have observed that notices under Rule 267 are being submitted almost daily to seek suspension of the listed business and to demand discussions on issues as deemed fit by individual members. Regrettably, this is not the purpose of Rule 267."
